The Myanmar passport — same size?

No. The Embassy in Singapore asks for a passport-sized photo for that, and unusually does not take one itself; see its page.

What size photo does the Myanmar eVisa need?

TL;DR 4.6 × 3.8 cm — 38 mm wide by 46 mm high — colour, taken within the last 3 months, uploaded with the passport bio-data page. Most guides give 51 × 51 mm or 35 × 45; the Ministry of Immigration and Population's own eVisa notice gives neither. And a Singapore passport holder needs no tourist visa at all for stays up to 30 days.

The ministry's notice, quoted

"You have to upload one color photo (4.6 cm X 3.8 cm) taking during last (3) months." Also required: passport validity of at least six months, the bio-data page, proof of a return ticket, and proof of hotel booking. Only passports qualify; travel documents are refused at the checkpoint.

Who needs it at all

Since 1 September 2022, Singapore citizens are exempt for tourist visits of up to 30 days through any international checkpoint. Brunei, Cambodia, Indonesia, Laos, the Philippines and Thailand get 14 days, Vietnam 30. Anyone else applies for the eVisa and uploads this photo.

A real case

A traveller uploaded a 2 × 2 inch square to the eVisa portal because a guide said so; it was accepted by the form but the approval came back requesting a corrected photo. A 38 × 46 crop of the same image resolved it.
