TL;DR No. The High Commission photographs you. Its own specification sheet opens with "THERE WILL BE LIVE IMAGE CAPTURE AT THE PASSPORT DIVISION COUNTER". What you control is how you turn up: dark clothing and, if worn, a dark head covering against the white backdrop.

What the High Commission's sheet says

Live image capture at the counter. The sheet then lists what the captured image must satisfy — which is a dress code, not a photo spec: plain dark attire, no white or light tops (they vanish against the backdrop), head gear dark in colour, ears and face fully visible, no spectacles with tint or glare, neutral expression.

So what is the 35 × 50 mm on this site for?

Malaysia's published passport-photo specification — 35 × 50 mm, white background — still exists, and some Malaysian processes outside the High Commission use it. The page on this site carries it for that reason and says plainly that the Singapore counter does not take a photo from you. Do not pay for one for the renewal.
